New! Residential Contractor Licensing | Contractors' Registration and Licensing Board

NOTICE OF PUBLIC COMMENT PERIOD

Be advised: R.I. Gen. Laws Chapter 5-65.4 (enacted July 2, 2025), directs the Contractors’ Registration and Licensing Board (“Board”) to promulgate rules and regulations to establish two new license types for: (1) contractors who build new homes, and (2) contractors who perform structural remodeling to existing residential structures. According to the new law, a license will be required as of January 1, 2028, to either build new homes and/or perform structural remodeling to existing residential structures. These new license requirements do not apply to contractors who perform nonstructural home improvements or commercial construction.

Pursuant to the above legislation, the Board has proposed to adopt Rules and Regulations for Licensed Residential Contractors, 440-RICR-10-00-7. The text of the Proposed Regulation and Notice of Proposed Rulemaking, including a summary of the content of the proposed new regulation, may be found under the “Regulation” and “Rulemaking Documents” tabs after clicking on this website: https://rules.sos.ri.gov/Promulgations/part/440-10-00-7.

The Board is accepting written comments on the proposed amendments through Sunday, November 1, 2026. Please send your written comments to James Gallo, Chief, CRLB, at dbr.contractorregistration@dbr.ri.gov.

To ensure any/all comments are properly addressed, all comments must be submitted in writing and not by telephone call or voicemail.
