Definition of Underground Utility Work

Underground Utility Work refers to the installation, repair, modification, or replacement of systems such as sewer lines, storm drains, water mains, service laterals, and associated drainage components located outside of buildings. This includes connecting to public or private underground utilities, with work extending up to five feet (5′) from the exterior wall of a building or structure. Gas and telecommunications systems are expressly excluded from this definition.

 

Exceptions:

  • Any person licensed as a master plumber or a master pipefitter.
  • Any public utility, or agent thereof, regulated by the public utilities commission or the division of public utilities and carriers shall be exempt from the provisions of this chapter.
